Following the implementation of the regulatory regime for stablecoin issuers under the Stablecoins Ordinance, the HKMA has published Guideline on Supervision of Stablecoin Issuers on 1 August 2025, to outline the regulatory expectations and compliance requirements for licensed stablecoin issuers.
This webinar provides a comprehensive introduction to stablecoins, exploring their role within the digital asset ecosystem, various types and purposes, and the evolving global regulatory landscape, with a focus on Hong Kong.

The webinar primarily targets all licensed individuals, senior executives and MICs of licensed corporations, virtual asset service providers, professional services firms and the practitioners who are in the financial industry and banking sector.
Financial Incentive Scheme of the WAM Pilot Programme
This course has already been approved as an eligible course of the Financial Incentive Scheme for Professional Training (“the Scheme”) under the Pilot Programme to Enhance Talent Training for the Asset and Wealth Management Sector (“the Pilot Programme”). The Scheme aims to enhance the competency and professionalism of in-service practitioners within the asset and wealth management sector and to assist other practitioners within the financial services industry in acquiring the knowledge and skills required for entering the sector. Eligible applicants will be subsidised 80% of the course fees by the HKSAR Government upon satisfactory completion of the courses approved by Hong Kong Securities and Investment Institute, subject to a ceiling of HK$15,000. Hong Kong Securities and Investment Institute is appointed as the implementation agent of the Pilot Programme. Speaker/Course Instructor
Overseeing Deloitte’s digital asset and Web3 program in Hong Kong, Robert works closely with regulators, trading platforms, custodians, and asset managers on licensing, compliance review, and security token offering projects.
With over 20 years of professional experience, he has led over 50 IPO engagements with corporations in a broad range of industries from consumer to real estate to technology, while providing audit & assurance, digitalisation, and mergers & acquisition services to listed companies and growth enterprises.
As a Member of the HKSAR Government’s Task Force on Promoting Web3 Development, Robert plays an active role in supporting the growth of Hong Kong’s digital asset and Web3 ecosystem.
Robert serves as a Board Director of the Hong Kong Securities and Investment Institute.
