[In-person] Proposed Changes to Financial Resource Rules (FRRs)

The Securities and Futures Commission (SFC) issued consultation conclusions on proposed changes to the Securities and Futures (Financial Resources) Rules (FRRs) on 14 July 2025. These conclusions introduce capital requirements for OTC derivatives related transactions. Licensed Corporations (LCs) will need to assess the impact of the new rules and revamp the FRR processes (including models, policies and procedures, systems, etc.)

This session will discuss the current FRR requirements, key changes in the latest consultation paper, and advice for different LCs. The agenda includes:

His expertise concentrates on Market Risk, Counterparty Credit Risk (CCR), OTC derivative, Model Risk, Stress Testing, ALM Risk (IRRBB & Liquidity Risk), Financial Instrument Valuation and Accounting, etc.
Robert is currently leading the OTCD related licensing and transformation solution in KPMG Hong Kong. He led type 11 advisory engagements for several large brokers and dealers, to support the validation of relevant models and license application.
