Former SFC Chairman and CSRC Chief Adviser Anthony Neoh Becomes the HKSI Honorary Fellow for 2008

Former Securities and Futures Commission (SFC) Chairman and China Securities Regulatory Commission (CSRC) Chief Adviser Mr Anthony Neoh, SC, JP was made an Honorary Fellow of the Hong Kong Securities Institute (HKSI) during the induction ceremony held at the HKSI's Autumn Dinner on 26 November. The Institute was glad to have Mr Alan Brown, Group Chief Investment Officer of Schroders Investment Management Ltd from the London office, to share his views on credit crisis.

HKSI Honorary fellowships are awarded to individuals who have made distinguished contribution to the development of the Hong Kong securities and investment industry.

HKSI Chairman Dr Au King-lun said, "Mr Neoh is a well-respected member of the legal and finance community and has been one of the key drivers shaping the regulatory developments in both Hong Kong and Mainland financial markets in the last 15 years." In his capacity as SFC chairman and CSRC chief advisor, Mr Neoh had made incredible efforts in promoting and delivering an effective regulatory framework giving confidence to investors, business and other stakeholders. As a founding HKSI member, he was also instrumental to the establishment of the HKSI in 1997.

"With his tremendous contribution to the Hong Kong financial industry, it is our honour and pleasure to have Mr Neoh as our HKSI Honorary Fellow for 2008," said Dr Au.

In recognition of members' significant contribution to the development of the industry and Institute, seven HKSI ordinary members were also inducted as HKSI fellows during the same occasion. They are Mr Gerald Greiner; Mr Lee Kam Hung, Lawrence; Mr John Maguire; Mr Martin Rogers; Mr Colin Shaftesley; Ms Barbara Shiu and Mr John Williamson.

Mr Gary Cheung, HKSI Chief Executive, said, "Since its inception, the Institute has gained tremendous support from the industry and the members. We hope that the newly inducted Honorary Fellow and Fellows continue to support our work in leading the industry to new heights."

The HKSI is a premier membership organisation in the region. To date, there are about 25,000 individual members with 33 Honorary Fellows/ Fellows as the highest rank.

  1. Hong Kong Securities Institute (HKSI) is a professional membership organisation, established in 1997, with the mission to:
    • set standards of professional excellence and integrity for members and market participants, and to
      provide the means of attaining them;
    • contribute to Hong Kong's role as a leading international finance centre with high standards of
      performance; and

  2. The HKSI Honorary Fellow is an award to recognise an individual's outstanding contribution to the industry. Standing at the very top of the HKSI's membership structure, the award is destined for those that have demonstrated an unfailing commitment to upholding the highest levels of integrity and professionalism. It also honours their significant contribution to the financial community and Hong Kong's development as an international centre for trade and finance.

  3. Mr Lee Yeh-kwong, Charles; Sir Lee Quo-wei and Mr Gordon Jones were inducted as the HKSI Honorary Fellows in the past years.

  4. Mr Anthony Neoh, SC, JP accepted the invitation by PRC Premier Mr Zhu Rongji to be Chief Advisor to the China Securities Regulatory Commission in September 1998, in which capacity he served until June 2004. Prior to September 1998, he was Chairman of the Hong Kong Securities and Futures Commission and the Technical Committee of the International Organisation of Securities Commissions. Mr Neoh served as a member of the Hong Kong Stock Exchange Council and its Listing Committee, and chaired its Disciplinary Committee and Debt Securities Group. As a Member of the Exchange Hong Kong/China Listing Group, he was instrumental in developing the legal framework which facilitated the listing of PRC enterprises on the Stock Exchange of Hong Kong. Before entering practice at the private bar in 1979, Mr Neoh had been in various directorate positions in the Hong Kong civil service for 13 years. Other formal PRC appointments held by Mr Neoh included: Arbitrator, China International Economic and Trade Arbitration Commission, Hon. Legal Advisor to the Shenzhen, Xiamen and Fujian governments, and Economic Adviser to the City of Tianjin. He had been Visiting Professor in many universities both in China and abroad, including Peking University, Tsinghua University and Harvard University. He continues to hold various adjunct academic appointments in universities in China including Hong Kong, and is in full time practice at the Hong Kong Bar. Mr Neoh serves as Independent Non-Executive Director of The Bank of China and continues to conduct research in legal and financial history as well as current issues of financial regulation.
